Understanding RDSO Standards for Railway Rubber Components in India

Every rubber component fitted on Indian Railways infrastructure, from the elastomeric bearing under a bridge girder to the 6 mm sole plate beneath a rail, is governed by a specification issued or adopted by a single body in Lucknow. RDSO standards for railway rubber components determine what each product must be, how it is tested, and who is permitted to manufacture it. The Research Designs and Standards Organisation (RDSO) is the technical arm of the Ministry of Railways, and for procurement teams, contractors, and consultants working on railway and metro projects, understanding how these standards work is the difference between a smooth supply chain and a rejected consignment.

What RDSO Actually Controls

RDSO performs three functions that directly shape the supply of railway rubber components in India. It issues the specifications and drawings that define each component, publishes the Schedule of Technical Requirements (STR) that defines what a manufacturer’s plant must be capable of, and approves the vendors permitted to supply each item. All three now run through the Unified Vendor Approval Module (UVAM) on the IREPS portal, where specifications, drawings, and STRs for each item can be viewed and downloaded.

This matters because railway procurement is closed by design. Tenders for safety-critical items are restricted to vendors approved for that specific product, so only RDSO-approved railway rubber components can enter the network. A firm approved for one product category cannot supply another without going through the approval cycle again.

Components Covered by RDSO Standards

RDSO standards for railway components extend across track, bridge, and rolling stock items, and the main rubber and elastomer products under its purview include the following.

Elastomeric bridge bearings. RDSO’s Bridges and Structures directorate governs bearings for railway bridges and road over bridges (ROBs), currently under specification BS-S-7.5.3.1-10 (version 1.1, dated 01.07.2022). These steel-laminated chloroprene bearings are built as a single vulcanised block and transfer girder loads to the substructure while accommodating thermal movement and rotation. Design loading follows the IRS Bridge Rules rather than the road bridge codes.

POT and POT-cum-PTFE bearings. For longer spans and heavier reactions, RDSO issued a dedicated specification and STR for POT-PTFE bearings (RDSO/STR/POT-PTFE/2021). These use a confined elastomeric disc inside a steel cylinder, with a PTFE sliding surface that achieves friction coefficients typically between 0.03 and 0.05 against stainless steel.

Grooved rubber sole plates (GRSP). The 6 mm pads placed at the rail seat of sleepers are covered by Indian Railway Standard specification IRST-47-2006, issued by RDSO’s Track Design Directorate. Unlike bridge bearings, GRSPs are made from natural rubber, using Ribbed Smoked Sheet of grades 1 to 4, either alone or blended with SBR or PBR.

Beyond these, RDSO specifications and drawings also cover items such as rubber pads for fastening systems and buffer components, each with its own drawing number and test regime.

The Technical Thresholds That Decide Acceptance

RDSO standards for railway rubber components are written around measurable limits, and inspection is pass or fail against them. A few examples show how tight the tolerances run.

For grooved rubber sole plates under IRST-47-2006, an acceptable pad must compress between 0.4 mm and 0.6 mm under a 15-tonne load. Electrical resistance must not fall below 100 megohms, tested both before and after 48 hours of immersion in distilled water, because the pad also insulates the track circuit. Specific gravity is capped at 1.35 and ash content at 30 per cent, which controls the amount of filler a manufacturer can compound into the mix. Every batch of compound is tested for relaxed modulus and electrical resistance before production of pads from that batch is even permitted.

For elastomeric bearings, Indian practice draws on the same elastomer benchmarks codified in IRC:83 Part II and aligned with UIC 772: a minimum polychloroprene content of 60 per cent, shear modulus between 0.80 and 1.20 MPa, and elastomer-to-steel adhesion strength of at least 7 kN/m. The bearing must be moulded and vulcanised as one homogeneous unit. Bonding separately cast layers, or cutting bearings from a larger block, is prohibited.

The lesson for buyers is simple. A pad or bearing that looks identical to RDSO-approved rubber products can still fail acceptance testing on compound chemistry alone.

How a Manufacturer Becomes an RDSO-Approved Vendor

Vendor approval is a staged process, digitised on UVAM since 2021, and it typically runs as follows.

The firm registers on IREPS, then submits an approval request for the specific item with documentation covering legal status, factory ownership, quality assurance plan, ISO certification, and compliance with the item’s specification and STR. RDSO scrutinises the documents, then deputes an officer for a Capacity-cum-Capability Assessment (CCA) at the plant, verifying that the machinery, testing equipment, and technical staff demanded by the STR actually exist. After CCA clearance, design drawings are submitted for approval, a prototype is manufactured and tested, and the prototype is inspected at the firm’s premises.

Clearing all of this earns the firm Developmental Vendor status, valid for developmental orders over 24 months. For several items, mandated field trials of a specified quantity must be completed in service before regular supply is allowed. Only after supplying the specified quantity with satisfactory performance is the vendor upgraded to regular Approved Vendor status. This multi-year cycle is why the pool of qualified railway rubber component manufacturers in India remains small.

What This Means for Project Teams

Confirm the vendor’s approval status for the exact item on the RDSO vendor directory, not just a generic empanelment. Ask for type test and acceptance test certificates against the current specification version, since specifications are revised and older test reports lapse. And insist on inspection documentation travelling with the consignment, because RDSO-governed items must be despatched with authenticated acceptance certification.
